I had to write about this: Fable vanished overnight, and almost everyone reached for the same lesson. I think it's the wrong one, and the layer that actually did the work isn't on anybody's map.
Andrew Curran wrote something on X this weekend after the Anthropic vs USG (because that’s how we call the United States Government now, apparently) Fable (Mythos) debacle. His X essay, “The Window Has Closed” (go read it!), is honestly the most articulate version I have seen of a feeling a lot of people had when Fable and Mythos went dark last weekend. “Wings torn off”. “A bell rang”. The sense that something crossed a threshold and the rest of us are now spectators. And most importantly, if you are outside the USA or China in terms of AI development, it might already be too late to be “sovereign” in AI.
I sort of agree, but want to take the feeling seriously and take the essay's argument apart because I think it gets the most important thing exactly backwards.
What the hell happened?
On Friday, at 5:21 in the evening US Eastern time, Anthropic received a directive from the US government, citing national-security authorities, ordering it to cut off Fable 5 and Mythos 5 for any foreign national, inside the country or out, customers and its own employees alike. The order was narrow in intent and impossible to execute narrowly, so Anthropic apparently did the only thing it could and switched both models off for everyone, everywhere. The apparent trigger was a method someone had found for jailbreaking the model; the company called the underlying finding a misunderstanding and said it was working to restore access. The model had been public for about three days.
Read that again with Curran’s thesis in hand. His prescription was to own the stack. Build your own “sovereign” frontier model (which again, might be too late now), and you will not be cut off on a whim, embargoed in an instant, left dependent on a system someone else can remove. And then the actual event: the lab with arguably the most vertically owned stack (and the most smart and powerful) on the planet had its best model switched off globally days after launch, not by a foreign adversary but by its own government. Ownership was not a shield. It was not even friction. The thing Curran tells nations to go build (and that recognises that it might be too late) is the thing that just got switched off.
Here is where I think the stack framing is important, and where I want to bring in Benjamin Bratton, because he saw the shape of this years ago, even if he didn’t see this particular Friday.
Bratton’s argument, in The Stack, is that planetary computation has quietly assembled itself into a single vertical structure, that is, layers piled on layers, from the earth and its minerals up through cloud and city and address and interface to us, the users at the top. And his central insight is a collision: this thing is built vertically, in layers, while the state still governs horizontally, in territory, in lines drawn on a map. The two don’t line up. A column and a map are different kinds of objects, and where they meet you get confusion.
Friday was that collision, rendered small enough to hold in your hand. “Foreign national” is a purely territorial category. It maps belonging onto borders and citizenship; it is a line on a map made into a rule. But the layer the government wanted to cut, the model itself, has no inside or outside. Weights sitting in a cloud don’t know where you are standing. You cannot slice a layer that has no territory using a category that is made of nothing but territory, so the cut overshot. The only way to enforce a territorial rule against a non-territorial layer was to remove the layer entirely, for everyone. The horizontal logic, applied to a vertical object, could not find the seam, so it took the whole thing.
Which brings me to the layer nobody draws (or not that I’ve seen so far). We argue endlessly about which layer is the real chokepoint. Curran says it’s the bottom: compute, chips, the uranium of the new age, rationed, licensed, and guarded. Others say it’s the weights. I have spent a fair amount of time on the question myself. And on Friday, the answer turned out to be a layer that appears on none of our diagrams: the legal-jurisdictional layer, the one made of statutes, authorities, and a letter sent at 5:21 pm. It doesn’t sit neatly above or below the others. It cross-cuts the entire column. And when it moved, every layer above the model, including every wrapper, every product, every fine-tune, sovereign or not, lost the capability at once, no matter how much its owners controlled their own little stratum.
That is the lesson, and it is almost the opposite of Curran’s. The decisive layer was not the one you can buy. It was the one you could only be subject to.
So if ownership isn’t sovereignty, what is?
I keep coming back to a scene from my own PhD research work, far away from frontier labs. Years ago, during COVID, I spent a long time chatting online with ride-hailing drivers in Bogotá, when the apps were semi-legal and the state’s rules either didn’t reach them or didn’t apply. These drivers did not own a single layer of anything. They were never going to. What they had was WhatsApp, Zello (a push-to-talk radio), and a Facebook group, and each other. And out of those borrowed, recombined, consumer-grade scraps, they built something that did real governance work — warning each other about stings, settling disputes, watching each other’s backs. I called these creole platforms, because like a creole language, they were assembled from whatever was at hand, in a place where the official tongue didn’t serve.
I bring this up not for nostalgia but because it is the exact counter-image to Curran’s parable. His world has two kinds of actors: those who own the foundation and those who are spectators. The drivers in Bogotá were, from this perspective, spectators, no model, no compute, no stack. And they governed anyway. Not by owning the foundation, but by being fluent in what they could reach, and quick to route around what they couldn’t.
That is what sovereignty under dependence actually looks like, and it is not a consolation prize. It is a different and more honest theory of agency. The question is never “do you own the whole column?” Almost nobody does, as Friday just demonstrated at the very top of the market. The question is how much you can assemble from the layers you can touch, how fast you can recombine when one of them is pulled, and how well you understand which layer someone else’s hand is resting on. Dependence is the “given”. The skill is what you do inside it.
Underneath all of this is a difference of register, and it is the difference I most want to name.
Curran writes in a geological key. The strata have settled. The fault has closed. February 2023 to February 2026 was the window, and it has shut, and seeing it too late is its own punishment. It is a beautiful piece of writing for this “AGE OF AI”, and to be fair, it might be right, and I’m just delusional. However, I do think it is wrong in the way that all inevitabilism is wrong: it mistakes a structure for a fact of nature.
I was trained as an architect before I was anything else, and an architect looks at a structure differently. A building is not a geology. It is a set of choices, some of them load-bearing and most of them not, and the whole discipline is the art of finding the few that hold the rest up and deciding to make them otherwise. Bratton’s Stack is a megastructure, yes, but a megastructure is built, and the things that are built encode decisions, and decisions can be unmade. The frontier is not a closed fault line. It is a structure with an open question at its centre, and the question is not whether the window has closed. The question is who gets to be the architect, and at which layer.
What Friday actually showed is that the structure is more contingent than either the doomers or the triumphalists let themselves believe, contingent (and constrained) enough that a single letter, sent on a Friday evening, can take one of the most capable models on earth offline for the whole planet in a single afternoon. A structure that fragile is not a closed door. It is a building still under construction, with the scaffolding visible, and the only real question is whether we are going to keep mistaking the spectators’ seats for the only seats in the house.
The window was never the point. The architecture is.
